The first packet contains the Agent Creation rules and advancement protocols and everything the Operator needs run the game and bring the central story to life. The second packet contains further character advancement options, additional Operator rules and also [REDACTED HIDDEN INFORMATION] and it should only be opened when instructed to by the first packet.
