The City of Espers digital edition provides a PDF copy of the 160+ page core rulebook. The PDF is page-linked throughout.

The core rulebook contains all the rules required to play City of Espers. It also includes twelve Esper Houses, each with their own cast of NPC characters and House-related story hooks, plus ten Locations of Zener City, each with a Rogues Gallery of NPCs, significant places and features to be found at each location, and story hooks for GMs to help incorporate them into your sessions and campaigns.

Finally, the core rulebook also includes a prewritten adventure, 'Blue Sky Thinking', which is a perfect way to run a one-shot of City of Espers or to incorporate into an ongoing campaign.

A standard deck of 52 playing cards are required to play City of Espers.
