You are indeed correct, and you'll be glad to know that the Infantry squad leader does indeed have a rifle, we accidentally used a old pic of the squad before I changed it (See the first pic of the Finnish Infantry Squad). As for the HQ and HMG teams, I designed them simply using the rule of cool. As a former member of the armed forces I can assure you, if I could get hold of an SMG to replace my bolt action rifle, I definitely would, and I'm sure that would have been the case for many of the troops during the war. The Soviet HQ also has an SMG armed infantryman, despite the fact that the Soviets had withdrawn them all from service at that point. I figure the platoon commander deserved a decently armed bodyguard (Rule of cool) The whole range is designed around the Bolt Action rules, as these are the most popular set played currently. They allow for SMG armed NCO's for the Finns, hence the inclusion. The infantry squad NCO is interchangeable with the HQ NCO for this option.
